General Regulations of the 6th Special Olympic Games

I. Place, time

The Ninth People's Republic of China Disabled Games and the Sixth Special Olympics Games (referred to as the Ninth National Paralympic Games and the Sixth Special Olympics) are scheduled to be held in September 2015 in Sichuan Province.

Contest items

(1) The Ninth National Paralympic Games

Archery, track and field, badminton, basketball, hard bocce, bicycles, darts, football, croquet, judo, weightlifting, rowing, shooting, swimming, sit-up volleyball, table tennis, wheelchair curling, wheelchair fencing, tennis, Chess.

Preliminaries for collective events, basketball for the deaf, bicycles, and rowing will be held in 2014. Archery, weightlifting, shooting, tennis, wheelchair curling, and wheelchair fencing will be held in the first half of 2015. See the individual regulations for the specific time.

Items for each disability category (men are not marked, there are items for both men and women):

Physical disabilities: archery, track and field, badminton, basketball, hard bocce, bicycles, darts, weightlifting, rowing, shooting, swimming, sitting volleyball, table tennis, wheelchair curling, wheelchair fencing, tennis, chess.

Visually impaired: track and field, bicycles, football (male), blind gateball, judo, rowing, swimming, table tennis, chess.

Hearing disabilities: track and field, badminton, basketball, swimming, cycling, darts, football (male), table tennis, tennis, chess.

Intellectual disability: track and field, swimming, table tennis.

(2) The Sixth National Special Olympics.

Track and field, badminton, basketball, petanque, football, weightlifting, roller skating, swimming, table tennis. Football competitions were held in 2014, and the remaining competitions will be held in the first half of 2015.

Participants

Provinces, autonomous regions, municipalities, Xinjiang Production and Construction Corps, Hong Kong Special Administrative Region, Macao Special Administrative Region.

Fourth, athlete qualification

(1) The Ninth National Paralympic Games.

1. Citizens of the People's Republic of China.

2. Meet the minimum grading standards specified in the latest competition rules for each event.

3. After the inspection of the hospitals above the second level, it is proved that the physical health is suitable to participate in the competition of the reported items.

4. The disability categories of the participating athletes are: physical disability, visual disability, hearing disability, and intellectual disability.

5. Athletes participating in track and field events (except athletes from Hong Kong and Macau SAR) shall participate in at least one national competition after 2010 and be qualified and qualified to participate.

6. Athlete registration requirements.

(1) Athletes must comply with the provisions of the “National Administrative Measures for the Registration of Disabled Athletes”.

(2) Athlete registration and registration change procedures must be completed 3 months before registration for this event. Advance competition events are performed in accordance with individual procedures.

(3) The top three athletes (except for collective athletes) who won the 2012 Paralympic Games and the 2013 Hearing Impaired Olympics are not allowed to change registered representation.

(4) Hong Kong and Macau SAR athletes do not need to register with the Chinese Paralympic Committee or the Chinese Deaf Sports Association.

(2) The Sixth National Special Olympics.

1. Citizens of the People's Republic of China.

2. All Special Olympics athletes over 8 years old and IQ below 70 can sign up (minimum age of athletes participating in weightlifting is 16 years old)

3. The age calculation of athletes ends on the day of registration.

4. Participating athletes must have an IQ certificate issued by a provincial IQ testing agency.

5. Parents or guardians of participating athletes must sign the Special Olympics Athlete's Declaration of Entry.

6. Athletes must undergo a physical examination at a second-level hospital or higher and have a medical certificate signed by a doctor who can participate in the reported event before they can participate in the competition.

V. Entry Method

(1) Registration will be based on the provinces, autonomous regions, municipalities, Xinjiang Production and Construction Corps, Hong Kong Special Administrative Region, and Macao Special Administrative Region. Each unit is limited to 1 group, Sichuan Province may add 1 group.

(2) Sichuan Province, Hong Kong Special Administrative Region, and Macao Special Administrative Region may directly register for the finals of the collective project of the Ninth National Paralympic Games.

(3) Each delegation is limited to 79 athletes. The Ninth National Paralympic Games is limited to 50 athletes, except for athletes participating in collective events and early competition events. Darts, chess, table tennis (blind) are limited to 5 persons per unit, and cannot be adjusted with other events Judo project can report 4 additional people per unit. The 6th National Special Olympics is limited to 25 athletes, except for football and basketball events.

(4) Except for the head of the delegation and the assistant to the head of each delegation, the ratio of other personnel to athletes is 1: 3. If there is a remainder in the ratio, an additional staff member may be added.

(5) After the second registration for the Ninth National Paralympic Games, the organizer will provide additional wild cards as appropriate.

(6) Each individual sports team of the delegation may participate by title.

Six, competition methods

(1) The Ninth National Paralympic Games.

1. Implement the latest competition rules of various disabled sports items approved by the Chinese Paralympic Committee and the Chinese Deaf Sports Association.

2. Each athlete is limited to one major event, and the number of minor events is limited.

3. The individual project establishment principle is 2 units and 3 or more athletes. After the second registration, the organizer will announce the project status. If the project fails to be established, the participating units are allowed to exchange athletes once in this major event. Exchanged athletes must meet the relevant registration requirements.

4. After the athletes arrive in the division, the organizing committee will finally determine the competition according to the actual number of participants in each competition. If the athlete's project is not established, the competition will take the form of combined level, test, etc., which will be implemented according to the individual regulations. Once the level of participation is determined, athletes who do not participate for no reason will be disqualified from all subsequent events and have achieved results.

5. When a collective event is registered for more than 8 teams, a preliminary round will be held, and for a group of 8 or less (including 8), the final round will be directly held.

6. The organizer and the project competition committee will organize a collective project lottery. The Chinese Paralympic Committee and the Chinese Deaf Sports Association determine the seed team based on the results of recent domestic competitions.

(2) The Sixth National Special Olympics

1. The rules of the competition shall be in accordance with the "Special Olympics Rules" approved by the Special Olympics Committee of China.

2. Each athlete is limited to one major event and three minor events (except for relay events).

3. The athletes of each event are divided into several groups based on their gender and age groups according to their athletic ability. The principle of difference between athletes' performance in each group is not more than 10%. Each group has a maximum of 8 people (teams) and a minimum of 3 people (teams).

4. The individual competitions will be preliminarily based on the predicted results, and the finals will be divided into groups based on the preliminaries. If the final score of the athlete differs from the preliminaries by more than 15%, the athlete's ranking will be cancelled.

5. Individual competition age group: 8-11 years old, 12-15 years old, 16-21 years old, 22-29 years old, and 30 years old or older (weightlifting events only include the age group of 16-21 years old and 22 years old).

6. In the football event, there is a five-a-side competition for men over 16 years old. Each team can report up to 10 athletes and 2 individual technical competitions (low-level athletes).

7. The basketball event includes a men's five-a-side game and a women's half-time three-on-three game in the group of 16 and over. Each team can report up to 10 male athletes and 5 female athletes, and 2 individual technical competitions. Limit (low-capacity athlete).

8. The age group of the collective project is the oldest in the team. Each team will submit their own technical score at the same time when they register for the second time. After registration, the organizing committee will determine the final group according to the technical evaluation and group preliminary competition.

7. Incentives

(1) The Ninth National Paralympic Games.

1. Collective items (including basketball, football, blind gateball, sitting volleyball, wheelchair curling) reward the top 8 and less than 8 minus 1 for rewards; all-round items, group items, relay items, full marathon, half marathon For the top 8 prizes, less than 8 minus 1 will be rewarded; for other projects, more than 7 people (including 7 people) will be rewarded for the top 6 people, and for less than 6 people (including 6 people), 1 minus will be awarded.

2. Those who have won the top three competitions in each event will be awarded gold, silver, bronze and award certificates; those who have won other rankings will be awarded award certificates. The super world recorder will also issue a super world record certificate.

3. Announce the results of the competition. The competition results list includes the results of individual events, and the results are announced daily according to the competition schedule.

(2) The Sixth National Special Olympics

The organizing committee will award gold, silver and bronze medals to the top 3 athletes in each group, and the ribbons will be awarded to the 4th to 8th.

(3) The Ninth National Paralympic Games and the Sixth Special Olympics Games set up the "Sports Ethics Award" (methods to be determined separately).

Technical representatives, arbitrators, referees, classifiers

(1) Technical representatives are appointed by the Chinese Paralympic Committee, the Special Olympics Committee of China, and the Chinese Deaf Sports Association.

(2) The organizing committee arbitration and competition committee arbitration shall be arranged by the organizer except for the personnel appointed by the organizer.

Nine, doping test

During the Games (including the preliminaries), doping inspections and penalties will be performed in accordance with relevant national regulations, and for each case, the qualification of the athlete or sports team in the event will be suspended, their results will be canceled, and the award card will be revoked, and their location Eligibility for the delegation's "Sports Ethics Award".

X. Expenses

(1) For the delegations within the specified number of people, the ninth National Paralympic Games will pay an entry fee of RMB 800 per person, and the sixth Special Olympics will not pay the entry fee. Travel to and from the delegations is at their own expense.

(2) The cost of overstaffing or arriving early or leaving the conference will be borne by the expenses.

(3) The organizing committee shall bear the travel expenses of technical representatives, arbitrators, referees and classifiers appointed by the organizer, and board and lodging expenses during the competition.

Eleven, registration time

(1) First registration: before September 5, 2014.

(2) Second registration: before July 1, 2015.

(3) The registration time for the pre-match events and collective events in advance will be implemented in accordance with the individual regulations.

Twelve delegation flags

Each delegation has its own color, and its size is 2 × 3 meters. Except for the name of the participating unit specified in the regulations, no other signs can appear.
